I have been working with providing AhiyaHiya more details about the issue and it sounds like he may be narrowing down on it.
So far AhiyaHiya has been the only Plex Employee posting to this thread. All the rest are just Plex Pass holders (me included), so take that into account when deciding if you should try anything more complex.
For now it seems that you have a choice of work-arounds, both of which are easy and straight-forward:

Go ahead and get the latest updates, but just be aware that Plex will not work properly with your tuner until you manually restart the Plex Media Server after every reboot/shutdown of Windows until a fix is in place:
– Right-click on the “Plex” icon on the task bar over by the clock (you might need to click the up arrow to “Show hidden icons”) and click on “Exit” from the menu.
– Use the Windows Task Manager to make sure no other Plex process is still running (Plex Tuner Service may be running and need to be killed from the Task Manager)
– Restart Plex (it should be in listed in your Start Menu) -
If you do not want to shut down and restart Plex after each reboot/shut down, you can roll back to a version prior to 1.20 and ignore any updates until this problem is resolved. Instructions on how to roll back to an earlier version of Plex can be found here:

There should be NO need to go through anything more complex than that for now… Hopefully a true fix will be in place before too much longer.
