Plex not using hardware acceleration even though it has before for my NAS

Hopefully some one can help me. I run Plex Server off my QNAP TS-1277. I installed the best GPU that was compatible with my NAS (listed below) a while back. I know it works because I’ve seen it plenty of times with the “HW” next to the transcode on the dashboard. I have a lot of users that can access it but most I get at one time is approx. 5 and that’s rare. I just had 5 users off site (not in my home) and none of them were being transcoded by my GPU. I restarted my NAS and still nothing. it’s actually been like this for a while.
