Plex pass and local stream

I have lifetime Plex pass

I log in to my windows server with account and activate the HW Which required Plex pass

Issue is …

When i have internet outage I can’t stream more than one minute to Android app or any other platform app locally

Is that mean I can’t benefits from plexpass features in local network ?

Edit : In the app I access the server without auth

can any one explain why it is ask me to activate plex pass every time i want to stream locally

plex server account already have lifetime pleaxpass
