How many family members can I create accounts for to access my Plex?

Once I create account for them on Plex to access my media, do they have to buy the apps as well 
My newest generation will only use tablets and phones

**Does the LIFETIME PASS go on sale sometimes? **The computer I’m gonna run Plex Media Server will cost me over $1000.00 so I don’t hear it’s not powerful enough.

I can’t answer the 2nd or 3rd questions, but for the first question:
You can have up to 15 managed users in a Plex Home, and you can share with up to 100 friends.
I found those numbers in forum posts. I have been unable to find it in the documentation linked by kegobeer-plex.

As @beckfield indicated, you can share your server with 100 users. If you enable Plex Home you can add 15 users to your Plex Home
You may add up to 15 additional members to your Home (any combination of Managed Users or regular Plex Accounts)

If you add users to a Plex Home then those users get access to the same apps that the PlexPass enables you access to.
Plex Pass Benefits
Members of a Plex Home receive most benefits of a Plex Pass subscription. This means that members of the Home—whether a Managed User or a regular Plex Account—can make use of Plex Pass features based on the admin’s Plex Media Server.
For example, once the admin account of the Plex Home (or another non-Managed User member) signs in to a Plex app to activate it, it’s possible to quickly switch to any other member of that Plex Home. This can be used to provide members of the Home free access to Plex apps that a subscription brings, for instance.

Ah, there’s that one. Did I miss documentation of the 100 user limit as well? I know that limit was added more recently.

It may be one of those non-advertised limits

Do you think they just have a massive library and they’re buying a new Plex Pass for themselves for every 100 people they sign up?
Seems a bit dodgy anyway, especially as they’re using the Plex logo and branding to promote piracy.

Can you tell me more about **Plex Home ** feature or where to read about. If enable, I can only add 15 users instead of 100 limit. Must be some good feature. I might have 3 or 4 family members top that would be interested in accessing my libraries though.
