I am a plex pass user, and am getting “you are not signed in to any sync capable devices”.
The server I am connected to, and the owner of that server has already refreshed the server’s metadata, and he says my user is allowed to do sync.
Why does it say - Plex Pass user getting “you are not signed in to any sync capable devices”?

So as a new plex pass user, will I get the benefit of faster streaming now?
What advantages do I now get as a plex pass user over the free plex user experience?
My main reason for getting plex pass in the first p[lace is to be able to watch movies from my friend’s server at my home, which has (apparently) some issues that causes my MacBook pro to give a spinning wheel of death, where I cannot watch any of his content.
I was hoping that plex pass might remedy that situation.
your friend’s internet connection (the ‘Upload’ bandwidth in particular)

The Plex Pass cannot do anything to remedy that situation.
However, Plex Pass gives you access to apps which are able to use mobile sync.
(but you also get access to one of these apps for one device with a one-time payment)
I didn’t realize that laptop/desktop users were not able to use the sync option.
Too bad - as that might be a way of getting around slow internet connections.
i.e., downloading (at whatever speed is available) so I can play a local copy later.
Or, is this possible to do, and I just misunderstood your answer?
