Plex Player Atmos/TrueHD broken on Shield TV 2017

So I have both the new NVIDIA shield 2019 and the old NVIDIA shield 2017 non pro version.

The New Shield works fine after update. The old shield does not.

My issue is that when I play a movie from Plex that is using Dolby TrueHD or Dolby Atmos the movie will not start. If i change the audio stream to Dolby AC3 5.1 the movie starts up and direct plays fine. This was never an issue before the update when the new Shield came out. Looking at the Plex Server while trying to play the movie the dashboard does not show the movie trying to play. I will try to update with logs. Has anyone had this problem?
