Plex player freezes on playback start

This is a newly introduced client to the network.
HP Elitedesk G2 Mini
Intel i5 6500T
Intel HD 530
8GB Ram
Windows 10 Pro 22H2

The problem only occurs when “Use video hardware decoding” is enabled in options. My guess is something with intel quicksync.

I tested the GPU hardware encoding/decoding with other apps, doesn’t seem to have any problem. Drivers are updated as well.

No other system on the network has problems, but I don’t have any other client with Intel HD 530. I Have couple with Intel HD 630, which has no problems whatsoever.

I am providing debug log as clean as possible, launch plex app, click play, freeze/crash.

Any suggestions? I can test the client hardware if necessary.
