I’ve had a roller coaster ride with remote access to PLEX (with PLEX pass) running on Windows 10. This post is only to share some conclusions, altogether subjective of course, but may be of some help. I hope to gain some valuable advice or a nugget of a clue the next time I’m at wit’s end! (That’s several times!)
I have absolutely no evidence to support a suspicion that remote access is affected by PMS updates. While its quite possible, for me, I don’t think it has ever been the issue.
It seems, remote access to PLEX becomes an issue when Windows 10 updates. After significant testing and tweaking, I’ve encountered two specific and agrevating causes:

Windows Firewall, sometimes, seems to be changed with updates. Removing PLEX permissions and adding them again has resulted in success on at least one ocassion.

The last marathon I was on seemed to be caused, again, by a Windows 10 update, resetting the PC running the server, which had been configured with a static IP address, back to “obtain IP automatically.”
Again, just hunches, but I would recommend thorough investigation of Windows issues if remote access to PLEX becomes an issue on a Win10 machine.
I’m thankful that at the moment, I have remote access again!
