Plex server cannot be found

<A couple of years ago I set up plex without issue but my home internet stopped me from using it, fast forward and I’ve realized I’m still paying for it but on an email I no longer had access too, in order to reset the password. Emailed plex and they transferred my premium account over to a new email after providing information.
I have attempted to reinstall plex several times using different versions (latest provided from Plex website). I am using a Win 10 Pro PC. I am able to get it installed however it will not find a library/server. There are no settings and any googling refers to selecting library in order to point the plex player where to look. This is no option for me. All I want to be able to do is access the program through app or web on my PC with the occasional access through my PS4.
Without this there is no point of the program.
Please let me know if there are any guides I’m missing or information which will help.

you need to have a Plex Server with media running, for the Plex Player or other client to access the server to retrieve the media to play.

i download the plex player and when it opens in the windows tray i right click and select open. this opens up a web page. on left side it says download and install PLex media server and it will appear here.
I download the server and install (ver 1.14.1.5488). this opens up the new window with setup progress, processing etc. Windows shows setup as successful.
I select launch, cursor rotates for about 10 seconds then thats it. i select the plex icon in tray again and brings me back to ‘where is my server’.
I then attempt to select ‘pick right download’ which brings me to option to select between windows, linux, mac etc. i select the windows option and try that, this just leads me to repair the install i already have.

First you need to setup the Plex Media Server, It needs to know where your media is stored.
That media needs to be in a format that PMS understands so it can match the metadata.

Once that’s all set up and running then you can access it with different clients.

I’m either missing something or not explaining my issue clearly I think.
I’ve had Plex working before so I’m aware of the formats files need to be in in order to have Plex read them.
My issue is that I can download the server and then that seems to be that. I have no options as to point the server into any direction.
I’ve installed it, it says successful. the Plex page even says “check you’re download location for Plex media server. once its running check back here and we’ll get you set up”. Top left is just a spinning circle saying looking for servers.

Very likely, your old email address is still stored on your computer, so plex server is signing into a wrong account now.

Don’t try to use the default web browser on Windows 10 “Edge” to access Plex. It won’t work. Download and install either Firefox or Chrome, then point them to http://127.0.0.1:32400/web

using a web browser, enter the IP address : port of PMS, what do you get?

example 192.168.1.120:32400

should get the main screen of PMS with the settings down the left side.

Otto, you’re a life saver. Following the link and deleting the saved name mail fixed the issue. I can now see everything. Once again, thank you for your time!!!
