Plex Server installation loop

Server Version#:1.22.1
Valid PlexPass, Certificed Win10.

After installation, the server is not starting , only redirects back to the download page.
Can’t find my local folders, media, etc…
Every single time.
Please help. Thx Balazs.

Problems Done!
After reinstall Win10, working succesfully.
