Plex Media Server was unreachable from my Shield TV Plex App. Found that PMS was not running on my Windows Desktop computer.
I started Plex Media Server as administrator, but when I go to “Open Plex”, it gives me the error " This site can’t be reached 127.0.0.1 refused to connect."
This hasn’t been a problem before. Any ideas on how I can get localhost to not refuse a connection?
Did you run that PMS with a different user before or can you run PMS without admin rights and re-test?
If that was the issue you should however still be able to see Plex Web – just not the content of your server.

It’s not necessarily related and I’m not aware of any issues fixed as part of the last releases… you might still want to get your PMS updated (latest public release is 1.19.4; the version you have installed dates back to early January).
It’s always just been me. It is still logged on from the last time I used it. It did do an update recently and I was trying to setup with xTeVe a couple weeks ago. It worked to some limited degree with the HDHomerun simulator, but I shutdown xTeVe and figured I’d revisit it when I had more time.
I can connect to my Plex account on my shield.
I tried just now without running as admin and still had the same issue.
I tried to update and get the same page as when I try to open. Can I reinstall/update without losing the cataloging of my libraries?

Edit2: it looks like my original install is the 32 bit version. I downloaded the install package and it looked like there was only 64. If I can find out how to preserve the configuration, I’m willing to try to reinstall it or install 64 bit . Is there a support line or is this it?
Just a bump post. I’m away from the computer this is running on. Is there any support option for paid customers outside of these forums?
Also, how can I migrate the settings to a new install. Current install seems to be 32 bit (on the x86 Program Files) and going to the downloads, it wants to install 64 bit
As to your question, there is no 64bit version of Plex Media Server, it is only 32 bit. If you are seeing a 64 bit download that is probably for Plex Media Player.
You can uninstall from Control Panel in Windows and reinstall, this will not affect your files or metadata/settings. Could be that something went incorrectly with an update and PMS is not starting up. If you install the update, try to start PMS and if you still can’t access Plex Web you will need to supply logs to determine what it’s not starting up correctly…
I went to uninstall and saw a notification that there was a Windows update available and after installing that, it was working again. I did an update once I got in…
Are Plex Ninja moderators employees of Plex or power users/enthusiasts on the forum?
I’ve had weird things happen with updates pending (especially in Windows 10).
Ninja’s aren’t not employees, but we are forum moderators and try to help out where we can. The forum in general is for user based help, but Employees do tend to be active in their relevant areas.
