http://localhost:32400/web/index.html is working fine but plex.tv does not find the server.
Some things to check. If your antivirus, Windows, router, modem has recently updated check to assure all the firewalls are allowing your port and the port is allowed in your router. One or more of these could be the culprit. Assure the remote access is enabled (I prefer the manual entry) and the port is correct.
