Plex server upgrade under windows 10 will no longer start up

Hello, after upgrading to the latest version of Plex server under windows 10, Plex server will no longer start up. I uninstalled it and went back to a previous version and that will not start either. Has this happened to anyone else? I tried to start in administrator mode and windows asks if I want to allow Plex to make changes to the system, I say yes, but then nothing. Still no server.
