Plex Stuttering on PS4

I have a plex server that’s historically worked fine. My son has an Xbox one attached and Plex runs fine with that. But he’s trying to switch to Playstation 4 since most of his friends use that. He downloaded the Plex app on PS4 and it just does stream. He might get 30-40 seconds and then it will freeze. Looks like buffering but I don’t think it even restarts most of the time. This is a wired ethernet connection… no wifi involved. an XBOX One into the same switch works just fine.

I’ve tried reducing it to 8 Mbps 1080 but that did not seem to make a difference.

Is there a known problem on PS4? is there something I’m missing?

Any information or advice would be appreciated.

One thing that seems odd… is even if I set the quality to 8 Mbps 1080p, the server still shows “Direct Play” I guess I would have thought it would be transcoding but I admit I’m a little fuzzy on when it needs to transcode and when it does not.
