I have a PlexPass subscription but I can only download videos from my own server. I would also like to be able to download/sync content from a shared server to work around bandwidth problems depending on where I am at.

There are already other threads concerning this feature. However, I'd like a +1 for this feature.
Maybe the possibility to sync the content of a shared server with your server?
