This has been confusing me for a while and lately it seems to be getting worse.
I have limited upload bandwidth here in the UK, sharing with my family has become rather troublesome lately, especially with the lockdown.
I started converting my library to hevc, 720p average 2mbps, 1080p average 3mbps (roughly).
I have a limit on my server remote access set @ 720p 4Mbps
Now when I first started converting my movies to hevc if they were below 4mbps bitrate they would direct play to my brother or mum’s LG TV’s, this made no difference to the resolution. 1080p/720p if it was below 4mbps then it direct played. Recently this is not the case.
I have a movie file. I check its properties using VLC/MPC-HC/MPC-BE and even on the plex info tab. It states the below:-

Why does plex keep transcoding this to H264 4mbps???
Its just a waste, the TV’s can play HEVC fine.
