Plex using 70-90mbps for 480p file. Eventual 33% buffering error

I am using the latest binhex/arch-plex image. I have tried the latest plex player on my Roku TV, as well as a brand new 4k fire stick which exhibits identical behavior. AFAIK all my settings are default both clients and server.

The problem - I have a 200mb TV show file, 480p, and Plex shows 70-90mbps being used to stream the file. Playback works fine for a while but after about 10 minutes or so it will eventually buffer at 33% and just sit there until it fails. If you cancel and restart playback, it resumes basically instantly. While I don’t really like the fact that 70mbps is used to play a SD file, the network can handle it and I believe eventually something happens on the clients that triggers the buffering screen. This behavior is identical between the TV and the Firestick.

The server is nothing exciting, but certainly capable of providing a single video stream. i5-6500 8GB, dev/dri passthrough (or not, doesn’t seem to make any difference). It is under less than 10% load when this happening.

Any ideas? This is driving me insane.
