Plex using a lot of internet bandwidth

I’ve been using Plex on a PR 4100 server for many years via Wi-Fi (802.11 AC) for years. I had a hard wired fiber interface, so I didn’t really care about network overhead. I have since been living off a cellular modem for my Internet connection and it seems that Plex downloads a lot of information, not related potentially to what I am streaming. Question is, is Plex streaming data from my Plex server through cellular, instead of just across the local Wi-Fi? If so can’t, can I force it to just use local network?
Also, do the new Plex services automatically download content, even though I might not be using it? Can I turn the new services off, and just live with my local server?
Thank you for the help, I appreciate it.

Can you clarify your network setup? Is this one or both (Wi-Fi and LTE)?

Usually Plex downloads metadata when adding new media or during maintainance. You might be able to disable some of the latter.

Local clients will use the local network unless something is misconfigured.

Monitor playback using Plex Dashboard → Now Playing. If streams show as Local, they’re using your local network. If Remote or Indirect, then they’re using the mobile network.

You can disable remote access (Settings → Remote Access) and Plex Relay (Settings → Network).

If you mean the online media such as Movies & TV, Live TV, etc, they should not.

You can turn them off: https://app.plex.tv/desktop#!/settings/online-media-sources
