Plex Windows Desktop - not loading media server

Good day,

I am a new plex user however I have not been able to use it. I followed the instructions of downloading the media server and installation however that is how far I get.

Once I select to launch plex it opens up the web browser but then just goes to a plex splash page. I cannot set up or find a media server.

I have re-downloaded plex, uninstalled, reinstalled, rebooted pc and done numerous troubleshooting without any luck.

Any assistance will be greatly appreciated.
