Im using my Xbox One on a offline LAN which my server is connected to, and server computer is also connected to the internet.
But as long as my xbox one is offline Plex just starts and then I get the loading circle which goes on and on. but when i disconnect my ethernet cable it will say that it cant find a server. but when i go online with my xbox it finds the server just find, and when I go offline again with it while having Plex running it can still access the server with no issues, Im Running the latest Xbox Version (Im a Xbox Insider Member Alpha Ring)
