After a clean install of windows 11 from windows 10, plex does not give me the option to add my own media. when trying to add my own media it tells me to install plex media server. i have went through the process 3 times and it continues to do the same thing.
Please clarify, a clean install would mean that you formatted your hard drive and installed Windows. Did you start over or did you upgrade from Windows 10?

What windows account are you running. That is is it an admin account and did you install the server with that same account.?
Assuming you had a clean install of windows and Plex Media server.
It sounds like to me you upgraded from windows 10 to 11. Did you happen to have plex installed then upgraded to windows 11?
if you just go to http://127.0.0.1:32400/web in browser on serve computer can you access it rather than using the desktop app
