I have tried to reinstall everything from scratch and it won’t let me add any media
I even managed to get a hold of an old version of plex and it won’t let me claim my server.

Make sure to use a web browser without any 3rd-party browser add-ins activated.
Avoid browsers which are optimized for privacy. These usually block certain elements of web pages, which can interfere with the Plex claiming process.

Would this be like chrome’s incognito mode ? Because I think i tried it and the outcome was the same.
I will try with chrome in safe mode or Firefox on a clean install without addons and report back later.

I have uninstalled plex, removed the folder and deleted the registry key.
I checked and the only firewall i have is the one from my router and windows defender
I reinstalled plex and opened the setup.html with a brand new browser
Does it make a difference if i say that i am on Windows 11 Pro for Workstations?
I used the reg key done with notepad too
Are you member of a Windows domain – i.e. do you have a genuine Windows Server (domain controller) in your network?
Are you using a Microsoft user account to log on to your workstation?
As for the first questions to be frank I don’t have a domain controller
I am using a Microsoft account yes.
I am not sure if it is related but whenever plex is installed the downloads page , where we find the software to download, says there was an error and also sometimes there a security warning about the page certificate and domain name.
What domain name?
The first start after a fresh installation doesn’t use a domain name, but simply the local host IP address.

Right after the installation finishes it usually does open a page with localhost:32400 and a token code( I think ) At this point it gets stuck on a loop
I got my hands on an old version of plex. I managed to add libraries and set everything up.
After adding libraries I installed the newer version, however It does not let me claim it even after signing in ( I installed Firefox from scratch no adding like you asked )
So tl:dr, I managed to install plex set it up, and can’t claim the server.
Is there any other information I can give you to help sort everything?
But that does include claiming the server. Did you un-claim the server before installing the upgrade?

I had issues two months ago with my disks , I lost half my media.
I had to redownload everything.
At the same time I had to format and reinstall windows from scratch.
At this point I did everything right and managed to reclaim my server updated the libraries, etc. last week I couldn’t see plex in my network so I decided to reinstall. I deleted the local folder the registry keys and reinstalled. And this is when the problems began.
At the moment I can add media with an older version of plex but clicking the claim button does not work. I update the server and can’t claim it. Right after updating it opens a page that loops on “getting ready”
Try this:
set your computer (or the whole network, by doing this in the router settings) to use either 1.1.1.1 or 8.8.8.8 as the primary DNS server.
Stop Plex server
Enter the Plex data folder, then the subfolder Cache
and remove the file cert-v2.p12

I can’t change my routers DNS But Chrome lets me use google DNS. hope that’s enough

Unfortunately not. Plex server doesn’t run inside Chrome.
Use the Windows network adapter settings instead.
Dive down into the Cache
subfolder.

Is this a laptop? If not, why did you encrypt and compress your hard drives? The whole system won’t work any better with this.
Is there a shortage of free space on drive C: ? If there is, Plex won’t like that at all. Unless you have a hard drive or NVMe to reroute the Plex data folder to, I wouldn’t use Plex at all on that computer.

C:\ has 500GB+ of space free and is a Samsung 960.
I usually split my data in games / movies /tv series and other backup.
