Plex HTPC has long since been discontinued.
You should go here Media Server Downloads | Plex Media Server for Windows, Mac, Linux, FreeBSD and More and either download Plex for Windows (newer) or Plex Media Player.

Are you perhaps using a 32bit version of Windows?
There are only 64bit players.
I am in fact running a 32 bjt windows , what app can i use ?
AFAIK only a web browser, or Kodi with the Plex Plugin.
I know it’s hard to keep up. We were told at the abandonment of the HTPC app that the reasons were nobody used an HTPC nowadays.

As far as I can tell though, that is still technically in beta, or at least not official released, as the only way I can see to download it is through that forum post that you linked to.
My guess would be that the OP found the installer for the older Plex HTPC elsewhere (or had a copy of it from the past) though as I have never seen being able to install the 64-bit version of software on a 32-bit OS (at least regarding Windows), so in that sense, my statement is correct (not saying that to be argumentative).
Either way, thanks for pointing out the new Plex HTPC in development (I actually had seen that but forgot about it as I don’t have a use for it).

At least one ninja in this post didn’t pick up and correct on the fact that there is yet again an official HTPC app, so I’m not sure why us humble users would be able to keep up.
Beta/test release is irrelevant. It exists.
Totally bizarre to be fair unless we are all abandoning our Shields/Roku’s/ATV 4K for a concept that was apparently dead 2 or 3 years ago.
My point about it being in beta/test is that it is not available to download from the link that I included in my initial response. So to probably the majority of Plex users it would not exists as they have no idea about it and wouldn’t see the post that you linked to. So yes, it does exist in Plex’s eyes but for the majority of users (and yes I’m going on the assumption that the number of Plex users that actually visit the forum is fairly small compared to the number of people using the software, either the running their own server or using the apps to stream from a server/Plex’s VOD), I would they would have no idea it exists because it’s not on the official download page.
And my other point still stands about installing 64-bit software on 32-bit Windows. Without jumping through hoops, pretty sure it’s not going to be possible for the average user which to me is a good indication that the OP is using a 32-bit installer of an older Plex HTPC which is discontinued. Which again goes back to my point of it not “existing” to the majority of Plex users.
