My plex server is on my pc (windows)
I can acces my server from other devices whilst my pc is logged out is this normal?

Maybe the Plex server is actually running under a different Windows user account. One that is still logged in.
Another possibility is the way Windows is trying to speed up the boot process. It does secretly log in the last user from before the reboot – including “pre-loading” the startup apps.
This behavior can be disabled with a registry tweak:
Windows Registry Editor Version 5.00
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System]
"DisableAutomaticRestartSignOn"=dword:00000001
It should work at least in the Professional edition of Windows and up.
Thank you it is likely that its windows preloading its no issue as im the only one on this pc. Just got slightly concerned.
