This was often a problem with previous builds that would come and go, usually going away before it annoyed me too much. In the last month or two this has been an essentially permanent problem, for whatever reason. Anything I can do to fix this on my end? I’ve tried clearing the cache. I haven’t uninstalled and reinstalled yet, but I’d prefer not to.

The issue is known, but at this time there is no solution.
My hunch is that it has to do with the window growing by a tiny portion each time Plexamp is started. Once the border of the app window are crossing too much of the desktop borders, the window size is reset.
Hmm… Maybe they will fix it next update? I hope so. It sounds like a relatively minor issue, I guess, in the scheme of things, but it’s frustrating when it barely used to do this and now it’s just like this semi-permanently.
