Are you using a self-signed cryptographic certificate on your server or one without a proper ‘chain of trust’?
Sorry but I have no idea what those are and I am not at the server at the moment. Its at home and I’m at work.
As mentioned I have the same problem on a Win10 machine. I tried Plexamp out right on the server machine as well, identical results. Play a station, nothing ever happens. It does display the artwork for the last-played song and that’s it.
Here’s a log snippet from the Win10 Server.log, if it is helpful.

That definitely indicates some sort of HTTPS proxy which we don’t handle (yet).
Can I see Plex Media Server.log files around the library station play queue request?

Plex is installed on a D : drive, maybe that’s an issue.
The only thing I can think of is that maybe you have Last.FM popular information turned off?
I did not have Download popular track information selected for Plex Premium Music Settings. I do now.
For Artists > Last.fm, I now have Download popular track information selected, but not Use genre tags from Last.fm or Download concert information.
For Albums > Last.fm, sames settings (I think it’s the same dialog.)
I have not selected to use Last.fm genre tags because I have carefully tagged my music with my own reduced subset of tags.
I have a feeling you are about to tell me that Plexamp stations require Last.fm genre tags… 
So far, no change. Stations don’t play. I re-scanned the library. Do I need to Refresh All Metadata?
I had all of those selected. Wasn’t working for me.
I’ve now started using a work-around. I created a playlist with my entire library and play that. Library Radio still doesn’t work but this is not a bad alternative.
Still weird that Time Machine Radio works but Library Radio does not. Too busy right now to really look into it further.

Those popular tracks get updated once every week or two, during maintenance. If the butler job hasn’t been deactivated.

Yeah, if you want the data to come down immediately (as opposed to slowly with regular updates).
Plexamp is pretty awesome. I’ve finally started listening to my local music library again instead of using Spotify!
One issue - I can’t seem to get music to scrobble to Last.FM when played though Plexamp? Does it not work in Plexamp?

Last.FM is an account feature which magically follows you wherever you play music inside Plex. In the Plex web app, go to Account > Other Services and you can link your Last.FM account.
