Plexamp - Some users cant download whilst others can?

If have a music library shared with numerous users and some of them cannot download through Plexamp app on Android for offline listening. The option for download is padlocked in the settings and the users are directed towards Plex pass as their only option… but I have other users than don’t have this problem. All users accounts have downloads enabled. The users have tried logging in again and re-installing the app but nothing seems to work. I’m stumped!

I have Plex pass running on my server which is up to date. Is this an issue at Plex end?

To be able to use downloads, those users need to have a Plex Pass membership. This isn’t inherited by you (the server owner) having a Plex Pass.
