See if version 1.12.3.4973-215c28d86 fails in same way when run with the Microsoft update to windows 10.0 (Build 17134) that you have and run as service
To downgrade, you would need to
stop Plex Media Server (through the Plex Service Tray app)
Add / Remove programs to uninstall 1.13.0.5003
Download the public release 1.12.3.4973-215c28d86 from plex.tv/downloads
install
Ensure it does not start automatically on login outside the service
I’ve never downgraded before. Are there any risks doing this? I have a VERY large library and I REALLY don’t want to be in a position where I’d be compromising that.
I’m def down for helping out the effort, but just need a little bit of risk management here.

No - only the program files (x86) files are affected (and any msi packages)
database and appdata area is untouched.
New versions of Plex Media Server may update the database schema and add new tables / columns - done as database migration on first launch
In theory it is safe to downgrade and run with potentially an upgraded database on the old version.
Some initial reports: It looks like downgrading to the public release there is no issue. Still need to run some tests on some devices.

Also - a new beta was released 1.13.0.5023 which corrects an error when checking codecs - I do not know if it makes a difference here but worth a try and reporting back
For anyone crashing in the intel driver on 1.13.0.xxx versions of Plex Media Server, I would like to see a dump from 1.13.0.5023 and would like copies of the dll’s that are involved in the crash. Getting the server logs zip with debug logging enabled and crash reporting enabled would help me locate the crash reports and from that I can establish which dll’s I need which I will pass to the development team

sometimes my Plex Server crashes. The Service lets me restart the server, but after a while it crashes again.
This happend while i was watching live tv on the go on my iPad on holydays.
An server update seems to have fixed this, but it would be nice if their would be an option to restart plex when it crashes. is this possible?

The Plex Service solution offered here does have the option to auto restart the Plex Media Server application on failure. See the options on the Plex Service Tray Application icon. Select Settings and the option is Automatically Restart Plex if it Stops
I would never recommend using it - unless you have already reported the issue of the crashes and provided the diagnostics / debug logs required. If you have not, then enabling that option would just mask the issue
If you are getting crashes, please ensure you run with debug logging enabled and crash reporting enabled - see settings / server / general / show advanced
restart the server to get fresh logs recreated
on next crash, restart the server and download the logs and attach to a new forum topic please
