PMS Not Starting

Local storage (C & E drives): Toshiba OCZ RD400 128GB M.2 NVMe PCIe x4 SSD with 15.6GB Free
Program Install Location: default
Database Install Location (external USB 2.0 Seagate HDD): F:\Users\David Grant\AppData\Local\Plex Media Server
Multimedia Content Locations: 3 Drobo NAS drives mapped to drive letters X, Y, Z in Windows.

No issues with latest version of PMS.exe installing / upgrading from previous versions on other x86 Windows 10 Pro PC as well as all three Drobo NAS machines.

PlexMediaServer-1.17.0.1709-982421575-x86.exe (latest version I have attempted to repeatedly install / repair / uninstall / re-install - no matter what I do, PMS.exe never shows up in the system tray. No way to launch the program, yet Task Manager DOES show that Plex Media Server is running, although, it is taking only a fraction of the resources it normally does when it worked properly)

Please let me know how to supply the required log files.

I am embarrassed to say that I finally got the latest installer launching PMS correctly. Things I did differently that may have enabled me to finally achieve success for others that might run into the same issues I encountered:

1.) Uninstall PMS.exe (I had done this before, however, it did not seem to make a difference)
2.) Install PMP.exe from Windows Store (This was a new step)
3.) Disable AVG Internet Security (I had done this before, however, it did not seem to make a difference)
4.) Run AVG Tune Up (This was a new step). This removed approximately 26GB of outdated Windows installer files and other junk from my NVMe SSD C:/ drive.
5.) Updated windows registry to have PMS database drive point to F:/ drive instead of D:/ drive. I had forgotten that I had moved the PMS database from my local D:/ drive to an external F:/ drive. If in fact this was the culprit that was preventing PMS from launching after performing an update to the last two latest installers, I suggest that future installers give user the option to adjust the path to the database drive, given more and more PCs are using limited capacity NVMe SSDs to increase performance, however, as the size of the database grows as more content is added to the library over time, being able to migrate the library database to another drive I anticipate will become a regular issue for more and more Plex users.)
6.) Installed latest version of PMS - after pressing Launch button, PMS icon could then be seen in my system tray.
7.) Rebooted PC. No issues with PMS since.

While I am relieved that after 3 days of experimenting I was finally able to get PMS to install and launch, I do think that keeping this guidance around to assist others beyond the 90 days of the expiration of this ticket might be helpful, if that is at all possible. I understand that CRM databases can get quite large, so if it is not possible, I totally understand.
