Unable to launch Plex Media Server after install

During install Plex Media Server Setup hangs for a minute or more at the very end, after it eventually finishes I click ‘Launch’ and nothing happens. If I click on Plex Media Server in the start menu, nothing happens.

Windows 10, no antivirus.

These get created in \local\temp after attempting to ‘Launch’

this is too much all i see is ppl with problems when the Plex I.T should be handling and not the ppl.
this is dumb. I wanted to make this work but ill just stick with my local hard drive and done.

This is what solved my issue. It happened because my old drive letter was D: and new drive was P:
