That’s a Chrome error message. A common reason for that error is if Plex is configured to require SSL, but http:// is used to access the local web interface.

Plex WebUI not working anymore

Sign in on https://app.plex.tv/ Change Settings → Network → Secure Connections from Required to Preferred. Try http://192.168.2.30:32400/web again. That error occurs when Chrome tries to use HTTP to load data from an HTTPS-only server.
