I an seeing this on live tv on my computer monitor – rokus all play fine – any ideas before I revert builds?

With that low a quality setting, it is possible that a bad TV signal won’t have enough data to produce a valid output. How did you come up with 103 Kbps? That’s not one of the quality settings.
