I have plex installed on a new Nvidia Shield Proj (2019) and it has been running great. Then today I added some media and now the PMS Server is stopped and I cannot get it to Run. I’ve rebooted the Shield and uninstalled and reinstalled the Plex App. No go. 
If you filled up most of the space on the Shield I don’t think some apps will be able to run. You can access the files on the shield over the network and check the used space via settings > device preferences > storage > transfer files over local network.
You didn’t mention it but if you haven’t I’d check out the plex web app settings > manage > troubleshooting and take a look at the logs.

Same set up and same problem. This is a buggy and terrible implementation. I think for the first time since I’ve started using plex (over a decade) I’m going to say the developers of this server are grossly incompetent.
Yeah, this is a mess. I removed the server application. Re-installed it. That seemed to work. They I rebuilt the libraries but now the server name is localhost and is available on the app but not the web. I can’t configure the server now. I’ve spent 250usd on the hardware and hours trying to get it up and running. I’m so irritated. Where is Plex development in all of this?
