What may be causing this problem?
One or more of the following:
You’ll need to post a lot more information starting with the media info, your internet speed, the devices your friends are using, the settings on those devices, and their internet speeds.
My guess is they’re using one of the mobile Plex apps, but haven’t paid for it. If so, they need to either pay the one-time fee for the app, or get their own Plex Pass.

Your Plex Pass does not pass along to others you share with. Only members of your Plex Home can use the mobile apps without paying for them.
Plex Home is meant for folks you actually live with, so your spouse and kids for example don’t have to buy the mobile apps. It is not meant to allow anyone on earth you share with to get the app for free.
