The existing libraries work well (update after scanning). But I cannot add new libraries or change the folderof existing libraries. when I click on the + to add a new library, the window opens and I can select a type but I cannot click to “add folder” or the extended option (both greyed out)
Stop and restart your server.
Use the hosted web app, not the local one.
Use a standard web browser, not one that has been constructed to disable and block parts of websites.
Disable web browser add-ons which do the same in standard browsers.
All done, no success.

Yes, that is expected.
Can you enable debug logging in the server?
If you can, do it. Then stop and restart Plex server.
Wait ~3 minutes. Then fetch the server logs.
This exact issue has been in the TrueNAS Core (FreeBSD) version since 1.40.0 I am currently still using 1.32.8 which is still working fine.
