Protected Channels or ClearQAM?

So here is my question, so far I have tried 3 tunners with my Plex Server (running on a Shield), the scan can find 300+ channels connected to a QAM source. but only a bunch of channel are available after the scan… 10 tops… The rest appear as protected and I know they are not supported.

But my question is, If I grab that same cable and I connect my TV directly I am able to watch +/- 200 Channels without any TVBOX required just a scan from the TV tunner, why is my TV able to Tune 200 channels and Plex sees them all as Protected.

Your TV is not a DVR and therefore is allowed to show the programme.

Plex on the other hand is a DVR and on top of that even has the ability to distribute the signal to several screens/devices at once. Therefore it is not allowed to tune the TV stream.

This is not a technical restriction, but a legal one.
