PS3 wired connection limited to 20mbps

My PS3 ethernet connection is limited to ~20mbps even though it supposedly supports gigabit ethernet. Has anybody found a workaround or way to fix this? I know I’m not the only one who’s experienced this because a cursory google search shows network performance on all Playstation devices is terrible.

Fortunately the quality of videos transcoded to 20 mbps is still pretty good because enabling that setting fixed all stuttering.

Now I’m seeing the stickies. I’m almost positive this limitation has nothing to do with plex because I can’t find any reports of anybody achieving network speeds of >20 mbps on Playstation hardware regardless of task.
