Is it possible to configure RasPlex as a Plex Server that shows up on the iPad in the Nearby Server list?

What I'm trying to accomplish is while watching a movie from local hard drive on LCD TV via HDMI, another user would be streaming through LAN to their iOS device a different movie from same hard drive.

If I understand you correctly, you want to use the media center as a server. The server code appears to be a different animal than the media center, which is what Rasplex is.
As I understand it, the server code is proprietary, but the media center code is open source. That means the Plex people themselves would need to migrate the code. While I suppose you could migrate the server code to a pi computer, it really doesn't have enough power to do that job very well. The server needs to be something larger and more powerful. Thus, I'd doubt they'll do that.
This may not be the best answer you could get, but no one else seems to be stepping up to the plate.
