Receiving error message - api-ms-win-crt-heap-l1-1-0.dll - do you know what's wrong and how to fix

I have downloaded the Plex server onto my desktop and it say download successful. I go to launch it and I receive an error message that say; " the program can’t start because api-ms-win-crt-heap-l1-1-0.dll is missing from your computer. Try reinstalling the program to fix this. I am using windows 10. Please help. Thank you. Tamara

Searching Plex forums (or Plex and that file) brings you here - Message The program can't start because api-ms-win-crt-runtime-l1-1-0.dll is missing - #9 by OttoKerner
Download and run the C++ runtime installer - Plex install normally does this for you. Perhaps it didn’t run on yours.
