Yes it seems this chap has over on the below thread. It didn’t help and in fact he rolled back to 8.2.3 after much frustration. After doing this he did in fact prove the v9.28 fix is real after leaving auto updates on his refreshed 8.2.3 Shield accidentally and immediately noticed stutters. Rolled back again and fixed, another confirmed case!
