Is there a chart that lists recommended streaming quality values for streaming devices
All commonly used players , Sticks, SmartTV,s Tablets etc…

Look up the optimizing features, there should be some answers for you there. Personally I don’t transcode anything else than container and subtitles since transcoding within plex doesn’t provide very good quality imo, I have 2mbps 1080p movies that looks way better than 15mbps 1080p movies transcoded down to 3mbps 720p. So yeah, I try to keep all my movies around 5-8 mbps encoding. + 0.6-1.5 mbps audio. I very rarely is outside of networks capable of those speeds, even on my phone. but I do transcode down on my phone on the few occasions that I do watch on it.
