I’m not totally clear on your question. Did you have a Plex Home setup before? If so, did you leave the Plex Home you setup? Plex Home must be enabled to have managed users, if you leave Plex Home, that turns of the feature and all your managed users are removed.
It’s a good question but I do not know exactly what I did. If this is the case and I leave this mode is there way to restore?

No, if you leave a Plex Home that you created, all the managed user info is gone and cannot be restored.
I’m sorry but that doesn’t make sense. You can’t create managed users if you are not in Plex Home.
