Refresh All Metadata does not re-match movies to changed Metadata agent

If I want to change my library from Plex Movie to TheMovieDB it appears I have to do a manual fix match on every single movie. Simply changing the library to use the new agent and doing a “Refresh all Metadata” does not chance the used agent for each movie. Why is this?

So then there is no way to re-set an entire library without deleting and re-adding the library?

Not possible. Had to delete my library and re-add it.
