The Plex app on my Xbox One is not adjusting the refresh rate according to video frame rate, but is always using 60 Hz, even for 23.976 Hz Blu-ray copies and 25 Hz DVD (PAL) copies. The Blu-ray app is changing refresh rate, so why isn’t the Plex app doing this? Watching 50 Hz / 23.976 Hz content on 60 Hz is not very enjoyable…
Currently the app is restricted from changing system settings such as Refresh rate. Because of that the app will only stay at a single rate.
Setting refresh rate to the same as (or twice or thrice) the video framerate is essential to get an enjoyable experience. Why is Plex restricted from doing this, while the Blu-ray app clearly is not?

Because Plex is a 3rd party app and the Blu-ray app is a Microsoft app.
