There are a bunch of people having this or a similar issue. A common thread for me, now that I just saw your post, is the skips are almost exclusively or far more common with downloaded youtube videos playing in the web player.
This started for me after the update to PMP Version 1.18.0.1846 using the app.plex.tv web player ( Version 4.10.1) in Chrome/75.0 and Chrome/76.0.
Same symptoms described, direct play videos randomly jump 3-5 seconds forward without any errant gaps/noise in video or audio. It’s generally at the same places in a given video but can vary.
Videos play fine transcoded, and in other media players directly.

I upgraded my server tonight, and now Plex on my Samsung keeps randomly jumping forward two to ten minutes during playback. I can’t watch anything. HELP
It’s not doing it so far on any of my other plex players, but every couple minutes it’s jumping forward on my Samsung.
Well its actually suddenly with all my files. Never had that issue before. If I lower the quality it does work fine. Never works with the original file format. When using the standalone app it does run the original file quality fine. Its apparently only with the web app it does occur
