After upgrade to MacOS Catalina (10.15.1) from 10.14.xx
I got “Not available outside your network”.
Firewall allows incoming connection from Plex.
make sure your port forward is setup properly.
check canyouseeme.org for success on port 32400

Looks like I have identified the problem:
Symantec antivirus has network issues with Catalina.
They are going to fix it soon:
