I have been running Plex on a hard wired intel nuc with remote access 3+ years with no issues until today. ISP is frontier if that matters. Port 32400 is forwarded on router properly and portchecker also shows 32400 as open. What is strange is I can access Plex through WANIP:32400 no problem. However externally Plex server appears offline by logging in through plex.tv or the mobile app off local network. When enabling remote access it appears as “fully accessible” until I refresh the page or wait a couple minutes.

Thought maybe it was a cert issue until a mod on another thread stated I was not affected by a stuck cert.

You are rate-limited for new ceritifcates, because you have requested a new cert 5 times, within 10 minutes of each other, for the same server.

Something like this usually means that there is an issue with your plex data folder. It might be read-only, or is periodically erased by something.
Check if you have relocated the plex data folder to an unsuitable volume. Check if there is a anti-virus software interfering. Check if you are using Plex server on an account in a Windows Domain with roaming user profiles.
