Remote Access is Configured but Playback is Limited to 480p (2 Mbps)

I am new to Plex, I have watched many videos and read so many articles here to ensure that the correct remote access is configured. However, I failed. My remote playback on iphone (on carrier’s internet - not on home wifi where server is located) is limiting at 480p (2 Mbps). I thought it could be because of carrier’s internet speed, so I went to my friend’s house and installed Plex on his TV and ran movie - same issue happened. I tried many tricks and now it feels like I have wasted my money on Plex pass. Also, my port shows open on canyouseeme.org. So I can confirm that ports are configured correctly too.

My media files are Raw 4K files, server PC is Ryzen CPU and Nvidia 3060TI GPU - enabled transcoding through GPU.

I am attaching a screenshot to see if someone can help with this. Please let me know if anything else is require from me to fix this. Thanks in advance.

Check the Plex client app quality settings:

• Auto adjust quality = off
• Limit cellular data = off
• Remote Streaming Quality = Maximum
• Home Streaming = Maximum
  Note that not all Plex apps will have those settings. For example, the TV will not have cellular settings.

Now play something with your phone on the mobile network.

Monitor playback via Plex Dashboard → Now Playing + Expanded View

Is the connection Local, Remote, or Indirect?

Take a screenshot and attach to the thread. Only the Now Playing section. The bandwidth, CPU utilization, etc. are not needed.

Please see the attached pictures for your reference. Now something even weirder happening. Something fixed the problem and I don’t know what but now it is playing at original quality playback but it has no other transcoding options available. This is truly strange. I restarted PC just to be sure.
