My Plex media server reports that it is fully accessible outside my network but when I try to access it on a different network it says that the server is offline and I can not connect to it. I have verified my router supports UPnP and followed all the steps in troubleshooting remote access. I am about to just nuke it all and try setting it all up anew
I would suggest for now trying with UPnP disabled and manually port forward. Do a restart of router and server and check connectivity.
