That’s why you can see those 2 blocking signs for plex media server.exe. I’ve just entered in the properties of those 2 rules and just “allow the connexion” and Plex is working fine again.

This is the not first time that a new version of Plex Media Server was blamed for Remote Access not working and it has always been something else. It is unfortunate that the posts attract many spurious Me Too posts - but one can only look at diagnostics and the evidence. There are many reasons for why Remote Access may not work - unfortunately all end up with the same user seen symptoms
Anyway, I am glad you stumbled on the erroneous firewall setting
